Four demonstrators from the Union of European Federalists (UEF) wear puppet masks of British Prime Minister Tony Blair (L), French President Jacques Chirac (2dL), German Chancellor Helmut Kohl (2dR) and French Prime Minister Lionel Jospin (R) outside the European Parliament in Brussels May 2 while British Chancellor of the Exchequer Gordon Brown is formally presenting to the European Parliament the unanimous recommendation of the 15 EU finance ministers that 11 member states join the Euro on its launch on January 1, 1999. The UEF are asking for the replacement of the diplomatic method of revising European treaties by a consituent democratic method based on the participation of European citizens' representatives as well as National States' governments.
